I started thinking about it and decided to research it out of curiosity and this person who posted this picture posted the exact same thing that I saw all that time ago. It thought it was fake but it was legit. I had to restart the game and ever since that happened I quit playing nintendogs. I could not believe it myself but this is legit. The only thing I can figure is that it was a virus created for the game if your DS was connected to the internet.
